Description
The City seeks a consultant to provide on-call engineering management and support for local, state, and federally funded projects. Potential assignments include project and program management, consultant procurement, bidding and construction oversight, project closeout, plan review, regulatory permitting, right-of-way and utility coordination, grant support, and related administrative services. Work will be assigned through task orders, and the consultant must follow Caltrans procedures and applicable standards. The total amount authorized under the resulting agreement will not exceed $500,000, with no guaranteed minimum task-order value. The agreement has an initial three-year term, with two potential one-year extensions. Proposers must submit a qualifications proposal and a separate password-protected cost proposal through the designated portal. The qualifications proposal must include a title page, cover letter, table of contents, executive summary, scope of service, methodology and approach, staffing plan and organizational chart, at least three recent client references, required statements, and specified lobbying and debarment forms. The cost proposal must include the required rate schedules and cost forms.
