Description
The National Park Service is soliciting a single small-business contractor under a firm-fixed-price contract to stabilize the Staple Bend Tunnel at Allegheny Portage Railroad National Historic Site. Base work includes a stabilization maintenance plan, scaling loose rock, fossil inventory by a qualified paleontologist, installation of 14 rock bolt anchors, void-fill concrete, gunite and pinned mesh, drainage, signposts, mobilization, site setup, and safety. Optional, funding-dependent work includes a 3D tunnel scan and installation of bat houses. The proposal must demonstrate tunnel-stabilization capability, historic-preservation methods, a proposed team, a draft critical-path schedule, three similar projects completed within the past five years, acceptable past-performance information, biobased-product certification, active SAM registration as a small business under NAICS 237990, completed responsibility provisions, a bid bond, and the limitations-on-subcontracting worksheet. The contract period is 190 days after issuance of the full Notice to Proceed; the full NTP follows approval of required post-award submittals. Work is subject to extensive safety, environmental, archaeological, paleontological, historic-preservation, quality-control, testing, and construction-documentation requirements.
