Description
The City of Phoenix Parks and Recreation Department is seeking a nonprofit organization to occupy, manage, and operate Central Park Community Center. The contractor must provide recreational, educational, cultural, and youth programs; an after-school food program; programming during school breaks; quarterly community events; a participant registration system; event cleanup; and a consistent weekly operating schedule. The contractor must maintain at least two staff members on the premises during operating hours, provide janitorial services, pay building utility and programming costs, monitor the facility alarm system, and handle minor improvements and routine maintenance associated with its use of the facility. The contractor must submit annual business and financial reports, quarterly event calendars and facility reports, and an annual community survey report. The scope also requires maximum-risk background screening for applicable workers, including enhanced checks for personnel working directly with children or vulnerable adults, and compliance with specified insurance, access-control, and safety requirements. The solicitation evaluates method of approach, qualifications and experience, and financial capability; the financial capability submission requires either IRS Form 990 or four financial statements for each of the last three years.
