Eldred Central School District is requesting proposals for transportation services, specifically to evaluate and implement changes to its bus routes for high school and Mackenzie (middle school) students. The district has experienced declining enrollment but unchanged geographic boundaries, currently covering 646 miles per day for six high school and Mackenzie bus runs. Two proposals are outlined: Proposal #1 consolidates to five bus routes for high school and Mackenzie, increasing average ride times to about 1 hour 11 minutes for high school and 69 minutes for Mackenzie, with potential savings from one less driver but longer rides and loss of morning enrichment activities. Proposal #2 combines Pre-K through 12th grade on the same bus routes in a single tier, requiring 8-9 routes, additional drivers and buses, and bus monitors, with pros including siblings riding together but cons including exposure of younger students to older students and loss of activities. The district seeks a contractor to provide transportation planning and implementation services.
