CITY OF NEWARK CONTRACT NO. 15-WS2026 INVITATION TO BID Sealed Bids will be received at 3:00 PM prevailing time, on October 28, 2026 by the City of Newark, at City Hall, 920 Mayor Kenneth A. Gibson Boulevard, Newark, New Jersey, in 1st Floor, Room 115, Procurement and Budget Unit, and there publicly opened and read aloud for the following: NEWARK WAYNE BOOSTER PUMP STATION UPGRADE Contract No. 15-WS2026 The public opening of bids may also be accessed via Teams Meeting using the following link: https://tinyurl.com/waterpublicbidsopeningsnewark No bids will be received after the hour named. The City of Newark hereinafter called the "Owner" accepts no responsibility for any submittal of bids prior to their presentation at the date and hour indicated for the formal bid opening. Mott MacDonald is defined as the "Engineer" and representative of the Owner. The Work comprises the replacement of four (4) existing pumps and motors located in Building 1 and Building 2 of the Wayne Booster Pump Station, along with associated system upgrades. In addition to pump replacement, the project includes replacement of existing piping and valves; installation of flow-straightening vaned bends on the suction side of pumps in Building 1; electrical upgrades within and outside the buildings; upgrades to instrumentation and control systems for the proposed pumps; architectural improvements to building interiors and exteriors; upgrades to pipe supports and concrete equipment pads; upgrades to heating and ventilation systems; and plumbing improvements, including the installation of new sump pumps. Most of the proposed work will occur within the existing facility buildings. Work outside the buildings includes replacement of the existing walk-in motor control center (MCC) enclosure with a new, code-compliant prefabricated walk-in MCC enclosure, along with extension of the existing concrete pad to accommodate the new enclosure. Additional site and civil work includes clearing vegetation around the facility perimeter fencing and Building 1, as well as around electrical equipment near Building 2; installation of gravel and fabric within the existing electrical equipment area outside Building 2 to inhibit vegetation growth; installation of 2-inch and 4-inch HDPE drain piping from sumps in Buildings 1 and 2 to an on-site sanitary sewer manhole; removal and replacement of the existing hatch on the valve pit located within the facility driveway; rehabilitation of existing driveway pavement; and construction of new driveway extensions at select locations throughout the site. Contract Documents may be examined and obtained at the Department of Water & Sewer Utilities, Division of Sewers and Water Supply, 1294 McBride Avenue, Little Falls, New Jersey during regular business hours. Copies of the Contract Documents may be obtained upon payment of a $200.00 (two hundred dollars) nonrefundable fee made, with checks made payable to "The City of Newark". At the time Contract Documents are purchased, Contractors shall also be required to furnish a valid fax number to which all addenda can be directed (if necessary). Bidders will be furnished one set of Contract Documents for the deposit specified. Additional sets may be purchased for the deposit specified. No refunds will be given for the return of additional sets. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the form of a bid bond, cashier's check, or a certified check made payable to the City of Newark in an amount equal to ten percent (10%) of the amount of the total bid, but not in excess of $20,000.00. No Bidder may withdraw his/her Bid for a period of sixty (60) calendar days after the actual date of the opening of the Bids, except for reasons covered under N.J.S.A. 40A:11-23.3. The Successful Bidder must furnish a 100 percent (100%) Performance Bond, and a 100 percent (100%) Payment Bond with a surety company licensed in the State of New Jersey, and meets the requirements of N.J.S.A. 2A:44-143. Surety company shall also be listed on latest version of the U.S. Department of Treasury Circular 570. Complete instructions for filing Bids are included in the Instructions to Bidders. This contract or subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies or employees is, or will be, a party to this contract or any lower tier contract or subcontract. This contract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, and 10. ENGAGEMENT OF DISADVANTAGED BUSINESS ENTERPRISES: Project sponsors are required to make the following good faith efforts to engage disadvantaged business enterprises (DBEs) in New Jersey Water Bank projects whenever procuring construction, equipment, services, and supplies under an EPA financial assistance agreement 40 CFR Part 33 Subpart C. The six good faith efforts required for DBE engagement are: 1. Ensure DBEs are made aware of contracting opportunities to the fullest extent practicable through outreach and recruitment activities. 2. Make information on forthcoming opportunities available to DBEs, arrange time frames for contracts, and establish delivery schedules, where the requirements permit, in a way that encourages and facilitates participation by DBEs in the competitive process. This includes, whenever possible, posting solicitations for bids or proposals for a minimum of 30 calendar days before the bid or proposal closing date. 3. Consider in the contracting process whether firms competing for large contracts could subcontract with DBEs. This will include dividing total requirements when economically feasible into smaller tasks or quantities to permit maximum participation by DBEs in the competitive process. 4. Encourage contracting with a consortium of DBEs when a contract is too large for one of these firms to handle individually. 5. Use the services and assistance of organizations and agencies. 6. If the contractor awards subcontracts, require the contractor to take the steps in items 1 through 5. All bidders must comply with N.J.S.A. 40A:11-1, as amended relative to submission of a certification of the bidder, indicating the ability to perform the Contract. The bidder, in conformance with N.J.S.A. 52:25-24.2, shall submit with its bid, a statement setting forth the names and addresses of all stockholders who own a ten percent (10%) or greater interest in the firm. The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq. The successful bidder shall be required to comply with Davis-Bacon prevailing wage requirements (40 U.S.C. 3141 et seq. and 29 CFR Parts 5,6), and the higher of the state or federal wages shall apply. The Bid is subject to New Jersey Local Public Contracts Law N.J.S.A. 40A:11-1 et. seq. Bidders must comply with N.J.S.A. 52:32.44 by providing a Business Registration Certificate prior to contract award. All proposals are subject to the requirements of all laws and City of Newark Ordinances affecting it. The bidder's attention is directed to Sec. 2:4-14 of the City of Newark Administrative Code. Bidders are also advised as to the applicability of the City of Newark's Affirmative Action Program. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq. and.N.J.A.C.17:27. In addition, the Contractor must certify that at least 25% of the total Contract bid price will be directed and paid to a minority business enterprise, either through joint venture arrangement, partnerships, subcontractors, the purchase of goods and services or any other method available. The term "minority business enterprise" means a business at least fifty-one (51) percent of the stock of which is owned by a minority group member. "Minority group members" are citizens of the United States, who are Black, Hispanic, Asian American, Indians, Eskimos, and Aleuts. Successful bidders shall be required to attend a meeting with, and obtain clearance from, the City of Newark's Office of Affirmative Action prior to execution of the contract. An additional seven percent (7%) of the total Contract bid price will be directed and paid to a woman's business enterprise, either through joint venture arrangements, partnerships, subcontractors, the purchase of goods and services or any other method available. The term "women's business enterprise" means a business where at least fifty-one (51) percent of the stock is owned by women. The Owner reserves the right to reject all Bids in accordance with N.J.S.A. 40A:11-13.2 and waive minor informalities. The Contract will be awarded to the lowest responsible and responsive bidder, in accordance with applicable law. Description
The City of Newark is soliciting sealed bids for Contract No. 15-WS2026, the Newark Wayne Booster Pump Station Upgrade. The work includes replacing four existing pumps and motors in Buildings 1 and 2; replacing piping and valves; installing flow-straightening vaned bends; upgrading electrical, instrumentation and controls, heating and ventilation, plumbing, sump pumps, pipe supports, concrete equipment pads, and building interiors and exteriors; and replacing the walk-in motor control center enclosure. Additional site and civil work includes vegetation clearing, gravel and fabric installation, HDPE drain piping to an on-site sanitary sewer manhole, valve-pit hatch replacement, driveway pavement rehabilitation, and new driveway extensions. Each bid must include bid security equal to 10% of the total bid, capped at $20,000. The successful bidder must provide 100% performance and payment bonds from a qualified surety. The project requires DBE good-faith efforts, payment of at least 25% of the total contract bid price to minority business enterprises, and an additional 7% to women's business enterprises. Applicable New Jersey and federal prevailing-wage requirements also apply.
