Description
The City of Garland is seeking an insurance carrier to provide stop loss insurance for its group medical coverage for approximately 2,162 active employees, 253 retirees, and three COBRA participants. Proposals should quote coverage matching the City's current benefits and may also offer improved alternatives. The solicitation includes current plan designs, claims and census information, rate history, and medical and prescription drug Summary Plan Descriptions to support underwriting. The initial contract term is one year, with up to two additional one-year renewal periods at the City's option. Proposers must provide organizational and account-team information, financial and insurer ratings, included services, and a detailed implementation timetable. The award will be based on best value using proposal thoroughness, range of services, experience, ability to maximize the City's budget, and references.
