Description
Torrance County is soliciting proposals from qualified and approved insurance carriers to provide fully insured Basic Life, AD&D, Supplemental Life, and Long-Term Disability benefits for County employees. The County seeks competitive, comprehensive coverage that maintains current benefit levels as closely as possible, with proposals addressing plan design, provider networks, claims administration, customer service, online employer and employee tools, wellness and wellbeing programs, telehealth, employee assistance programs, network matching, and transition of existing insureds without Evidence of Insurability requirements under the stated conditions. Offerors must be licensed in New Mexico or willing to obtain a New Mexico license and must complete the required questionnaires, cost exhibits, benefit exhibits, and signature page in the formats provided, using Word and/or Excel rather than PDF. The exhibits require detailed responses concerning Basic Life, AD&D, Voluntary Life, and LTD benefits, including coverage provisions, portability, conversion, waiver of premium, claims management, offsets, exclusions, rates, guarantees, and service capabilities. Vendors may be required to attend benefit committee and open enrollment meetings, provide online reporting, produce the Booklet/Summary Plan Description, and provide a draft within 60 days of the effective date. The contract is for one year with up to three additional one-year extensions; subcontracting is not allowed.
