Union County is seeking Statements of Qualifications from a qualified Construction Manager at Risk (CMAR) firm for renovation of its approximately 101,430-square-foot Judicial Center. The selected firm will provide planning and design coordination, constructability reviews, scheduling, cost estimating, value analysis, procurement and subcontractor prequalification, Guaranteed Maximum Price development, and construction management through final completion. The project will be performed in an occupied, security-sensitive judicial facility and must address phasing, logistics, access, and continuity of operations. Anticipated work includes parking and sally-port safety improvements; IT, audiovisual, card-reader, camera, and public-address systems; courtroom, office, jury-assembly, and hearing-impaired-accessibility improvements; bullet-resistant materials and X-ray-area modifications; plumbing, HVAC, electrical, and other building-system work; and roof-leak repairs. The estimated project budget is $2,800,000. Respondents must hold an active North Carolina general contractor license and provide qualification information, including comparable CMAR experience, project-team qualifications, bonding capacity, safety and quality-control systems, project approach, financial capacity, legal history, and the required submission forms. Price information, fees, and project-specific work product are not requested with the qualifications submission.
