Description
The City of Hayward is conducting a Request for Information market sounding regarding a proposed public-private partnership for a new Public Safety Center. The project is intended to replace the obsolete Hayward Police Department headquarters and may include police headquarters functions, jail and temporary holding facilities, indoor and outdoor shooting ranges, Youth and Family Services space, a crime-scene technician laboratory, emergency communications, property and evidence facilities, parking, and related site improvements. The City is considering a phased pre-development structure involving developers, equity investors, and lead contractors, with an estimated prioritized project cost of approximately $247 million at the preferred site. Respondents are asked to describe their qualifications and planned role, the level of project definition needed before pursuing a future RFQ or RFP, willingness to make at-risk pre-development investments, preferred phasing and decision points, risk allocation and mitigation, commercial and financial terms, alternative delivery methods and financing tools, and interest in participating in a future P3 procurement. Written responses must use the Section 12 question format, be submitted in Word or Excel format, and not exceed 10 pages for the applicable response section. A cover letter, team and qualifications information, relevant project experience, responses to the RFI questions, key-personnel resumes, and vendor relationship disclosures are also requested.
