Description
The City of Ann Arbor is seeking a consultant, nonprofit organization, or private agency to develop and support adoption of an anti-displacement plan or strategy. The work includes identifying populations, neighborhoods, and commercial districts vulnerable to displacement; reviewing available demographic, parcel, sales, development, housing, and other data; summarizing peer-city best practices; and inventorying existing City tools, programs, and policies related to housing stability, affordability, and displacement prevention. The selected consultant will propose a work plan, schedule, milestones, community engagement approach, and strategies for engaging vulnerable populations and other stakeholders. The plan should address both residential and commercial displacement and may include additional strategies, incentives, funding mechanisms, and public or private partnerships. Some in-person meetings are expected where strategically or logistically necessary, including at least some in-person participation for presentation of the final product to the City Council. Proposals must include professional qualifications, similar-project experience and references, a detailed work plan, conflict-of-interest discussion, a separately sealed fee proposal, and the required City compliance forms.
