The University of Michigan is requesting proposals for two 8U CubeSat spacecraft buses and representative avionics in support of STARI (STarlight Acquisition and Reflection toward Interferometry), a NASA-funded mission demonstrating optical interferometry technologies in low Earth orbit. The base scope includes pre-construction design and interface engineering, post-delivery pre-launch engineering support, initial on-orbit commissioning support, and program management and reviews. Optional services include launch brokerage and management, commercial backup communications, additional engineering support, and extended flight-software support and customization. The proposal must address the technical approach and compliance, schedule and support plan, pricing and commercial terms, risks, past performance, intellectual property and data rights, software licensing, and export-control and information-restriction approach. The response also requires supplier information, cybersecurity questionnaire responses, three references, a complete supplier proposal, cost information, and an importer-of-record template if importation is required.
