Description
The City of San Bernardino is seeking qualified professional consultants to perform an independent, two-phase Industrial and Logistics Revenue and Economic Opportunity Feasibility Study. Phase 1 will validate property and business inventories; analyze existing business-tax, registration, permitting, and related revenue; identify potential revenue leakage; review business-tax classifications; screen revenue, cost-recovery, development-related, and limited public-property opportunities; and assess warehouse, logistics, distribution, storage, and truck-parking activities. Phase 2 will provide detailed revenue modeling, economic and competitiveness analysis, administrative feasibility and implementation analysis, and a Revenue Opportunity Matrix for up to five opportunities selected by the City. The scope excludes legal determinations, advocacy, election-related services, polling, and cost-of-service or fee-nexus studies. Required deliverables include a project work plan, Baseline and Screening Report, Draft Study, Final Study with editable financial models, and a presentation to the Mayor and City Council. The consultant must provide a technical proposal, fee proposal, fiscal-stability information, experience and references, staffing information, proposed methodology, litigation history, conflict-of-interest disclosures, applicable licenses, a Certificate of Insurance, Vendor Quote Form, Acknowledgement of Insurance Requirements, and Certification of Proposal. Services must be completed by June 30, 2027.
