Description
The Naval Undersea Warfare Center Division Newport is soliciting a firm-fixed-price, completion-basis construction contract to replace raised flooring panels in multiple rooms on the fourth floor of Building 1346. The contractor must provide all personnel, equipment, tools, materials, supervision, quality control, transportation, and construction submittals required by the specifications and drawings. Work must comply with U.S. Army Corps of Engineers EM 385-1-1, OSHA standards, applicable Davis-Bacon wage rates, and site safety and access requirements. The anticipated period of performance is 200 days after contract award. Award will be made to the responsible offeror submitting the lowest-priced technically acceptable quotation. The technical proposal must address the construction approach, risks and mitigation, preliminary schedule, key personnel, and up to three recent and relevant past-performance references. Required key personnel include a superintendent, Quality Control Manager, and Level 1 Site Safety and Health Officer. The procurement is a total small-business set-aside, with an estimated magnitude between $250,000 and $500,000. A 20 percent bid guarantee is required, and performance and payment bonds must be furnished within 10 days after award.
