Description
The U.S. Department of Veterans Affairs is conducting market research for an Enhanced-Use Lease development opportunity at the Northport VA Medical Center campus. A selected non-VA developer would finance, investigate, renovate or construct, operate, and maintain supportive housing or other uses that directly or indirectly benefit Veterans, such as affordable housing, skilled nursing, assisted living, technical job training, research, or mixed-use development. The lease may have a term of up to 99 years. Lease-back arrangements with VA or other federal entities are not permissible, and VA may receive only cash consideration for ground lease rent. Potential redevelopment assets include Buildings 18, 23, 25, 26, 27, and 37, all listed on the National Register of Historic Places. The buildings range from approximately 5,120 to 21,468 gross square feet and include former hospital, family housing, and office uses. Respondents should demonstrate comparable real estate development experience, financial capacity, and experience securing public and private financing. Proposed adaptive reuse must address historic-preservation standards, lead, mold, asbestos, utility limitations, and site infrastructure. Responses are limited to 15 single-spaced pages in a minimum 12-point font, must be submitted on official letterhead, and must include an organization officer’s signature. A site visit is not currently offered, but respondents may state interest in a future site visit.
