Moffitt Lifescience Campus Management Corporation d/b/a Speros, a Moffitt subsidiary, seeks one accountable development advisory firm for a purpose-built, approximately 125,000- to 175,000-gross-square-foot life science manufacturing facility. The building will combine Moffitt production operations, radiation-shielded areas, cGMP manufacturing suites for an anchor tenant, and approximately 10,000 to 25,000 square feet of speculative cGMP-capable space. The facility must address FDA cGMP, EU GMP Annex 1, and Florida radiation-safety requirements and will include owner-furnished specialized process equipment. The selected firm will provide five integrated components: capital advisory and capital-stack assembly; anchor-tenant lease advisory; marketing and leasing of speculative space; owner’s representation and program management from user requirements through design, permitting, procurement, construction, commissioning, validation, certificate of occupancy, and equipment acceptance; and post-construction closeout, startup, and training. The firm must recommend the delivery method and project team, manage independent cost verification, support funding and grant compliance, coordinate specialized equipment interfaces, and provide a full-time on-site project manager from construction start. Respondents must submit pricing by component and for the total project, including rates, fees, payment schedule, anticipated travel expenses, and optional services. A completed supplier utilization and subcontracting plan, financial summary, Appendix 1, Appendix 2, and W-9 are required submission items.
