Description
The City of Downey is soliciting proposals for professional engineering services to design improvements for PFAS (per- and polyfluoroalkyl substances) water supply treatment. This project encompasses the northerly and southerly water supply treatment facilities, influent water distribution pipelines from existing groundwater wells to the treatment plants, product water transmission pipelines back to the City's existing water transmission system, and associated improvements. The scope of work includes the preparation of construction plans, specifications, engineer's estimates, and record drawings. The City relies entirely on groundwater for its potable water and fire flow demands, and all wells are impacted by PFAS, specifically PFOA and PFOS, at concentrations exceeding regulatory limits. This project aims to treat PFOS and PFOA to below the National Primary Drinking Water Regulation (NPDWR) Maximum Contaminant Level (MCL) of 4.0 nanograms per liter (ng/L). Additionally, the treatment system will target PFBS and PFHxS to concentrations below California (CA) Division of Drinking Water (DDW) Notification Levels (NLs) of 500 ng/L and 3 ng/L, respectively, and PFHxA below the proposed CA DDW NL of 1 ug/L. These engineering services are partially funded by federal funds and must comply with U.S. EPA Region 9 procurement requirements.
