Description
The City of Port St. Lucie is issuing this Request for Proposals (RFP) to establish a contract for swale liner maintenance services in Area A and Area B. This service is mandated by City Code of Ordinance 35.07. The City has an estimated 960 miles of drainage swale liner installed, with approximately 475 miles in Area A and 485 miles in Area B. The selected contractor will be responsible for all labor, materials, equipment, utilities, and supervision necessary to perform the required maintenance. The service locations are primarily in residential neighborhoods, requiring careful interaction with residents. The scope of work includes weed removal, edging, debris removal, and repair or replacement of loose or damaged liners. Maintenance will be performed on a continuous rotation, six times per year. The City reserves the right to modify the level of service based on environmental conditions, funding availability, and public demand. Additional swale liners will be installed as the City grows, and the contractor will be required to maintain these new sites. Work hours are Monday through Friday, from 7:00 a.m. to dusk, with prior approval needed for any work outside these hours.
