Description
The City of Liberal is soliciting statements of qualifications from airport consultants for anticipated airfield development projects at Liberal Mid-America Regional Airport over the next five years. The planned work includes terminal building design, terminal building construction, construction of an apron serving the new terminal, and miscellaneous airfield pavement rehabilitation. Estimated project costs are $850,000 for terminal design, $14,350,000 for terminal construction, and $3,000,000 for the apron; pavement rehabilitation costs are to be determined. The projects depend on future federal or state airport funding. Potential services include preliminary and final design, bidding assistance, environmental services, construction observation, geotechnical and subsurface investigations, and topographic surveying. Selection will use a qualifications-based process, with evaluation based on project capability, key personnel experience, FAA standards knowledge, comparable airport experience, and performance history. Fees are not requested with the qualifications submission and will be negotiated if funding becomes available. The statement of qualifications is limited to 24 pages, excluding specified cover, cover letter, table of contents, divider, and resume pages.
