Description
The New Mexico Office of the State Engineer, in coordination with the Interstate Stream Commission, is seeking one or more contractors for an IDIQ precipitation enhancement program. The scope includes designing, deploying, and demonstrating winter glaciogenic and/or summer hygroscopic cloud-seeding operations using air-based platforms such as UAS or manned aircraft and/or ground-based generators or dispensers. Required services also include seedability assessments; meteorological forecasting, monitoring, and operational decision support; technology and precipitation-response evaluation; regulatory licensing and compliance; environmental monitoring when directed; public and Tribal outreach; operational data access; and detailed operational, monthly, validation, final technical, and close-out reporting. The contract has a 12-month base period with up to three additional one-year options, and may result in multiple awards. Proposals must be submitted in hard copy only, with separate technical and cost proposal binders, including specified forms, narratives, references, and supporting documentation.
