Description
The City of Garland, through Garland Power & Light, is soliciting a best-value bid for the condenser retubing project at Ray Olinger Station, Unit 1. The contractor will remove approximately 8,186 existing 1-inch Admiralty tubes, plugs, sleeves, and liners; clean, deburr, inspect, serrate, align, and repair tubesheet and support-plate holes; and install and expand Owner-furnished 304L stainless steel replacement tubing. The work also includes waterbox and cover-plate removal and reinstallation, gasket replacement, tube and waterbox leak repairs, scrap handling, sacrificial anode installation, waterbox epoxy coating, rigging, tooling, quality control, hydrotest support, cleanup, and related outage coordination. Scaffolding is an optional separately priced scope. Bidders must submit a lump-sum base price, option pricing, time-and-materials rates, technical compliance and work plan, schedule and staffing plan, safety and quality information including an EMR, warranty documentation, and three comparable condenser-retubing references. The contractor must identify at least one project manager and three workers performing the work. Spring 2027 is the preferred execution period, with turnover required no later than Fall 2027. The condenser tubing is Owner-furnished; the contractor provides labor, tooling, consumables, equipment, and other materials required by the specification.
