Description
The Department of Veterans Affairs is soliciting a firm-fixed-price quote for a temporary 1,000 HP fire-tube steam boiler. The contractor must provide delivery, setup, installation, removal, maintenance, repairs, engineering support, permits, and integration with the existing 95-PSIG steam grid. The boiler must operate on natural gas and No. 2 oil, provide a steam capacity of 35,000 pounds per hour at 212°F, and meet applicable VA, ASME, NFPA, OSHA, and safety requirements. The scope includes installation of gas, oil, electrical, steam, and boiler-feedwater piping; heat tracing; independent remote monitoring and emergency shutdown controls; internal inspection reports before delivery and at the end of rental; training for boiler plant personnel; and 24/7 availability for system failures during the rental period. The boiler must be installed, tested, and operational by November 1, 2026, with an initial rental period from November 1, 2026, through March 31, 2027, and a possible extension if the related boiler repair project continues. Quotes must include a technical capability narrative, proposed schedule, equipment cut sheets, personnel and subcontractor information, liability insurance certificate, three relevant past-performance references, required representations and certifications, and agreement with the solicitation terms.
