Description
Westchester County seeks a contractor to rehabilitate the primary sludge gravity thickener collection equipment for three thickeners at the Yonkers Joint Water Resource Recovery Facility. The work includes phased demolition and cleaning; structural condition assessment and concrete repairs; replacement of rake arms, thickener drives, support systems, scum-skimming troughs, piping, bridges, center well, overflow weir, influent piping, and plug valves; installation of new primary sludge bar screens and spray-water nozzles; and associated electrical, instrumentation, and controls work. Electrical and controls work includes retrofitting MCC-10, installing magnetic flow meters and local control panels, adding field instruments, and integrating the equipment with the existing PLC/RIO and plant SCADA system. The project is a formal invitation to bid with a mandatory pre-bid site inspection. Bidders must submit the complete authorized Proposal Pages, applicable licenses and certifications, the MBE/WBE questionnaire, a separately sealed subcontractor list, a New York State contractor-registration certificate, and required bid security when applicable. The successful bidder must provide performance and payment bonds equal to 100% of the accepted bid, comply with prevailing-wage, OSHA, environmental, project-labor-agreement, insurance, confined-space, hazardous-materials, and subcontracting requirements, and complete the work within 1,044 consecutive calendar days after the notice to commence. Addendum No. 2 revises the bid date, proposal page 6.1, multiple drawings, and several specifications; it also confirms that the project includes a 220-day shutdown period for the three thickeners, with only one thickener out of service at a time.
