Description
The Erie County Water Authority (ECWA) is soliciting proposals for consulting engineering services to conduct a PFAS planning study. This study will address current and potential future drinking water treatment regulations related to per- and polyfluoroalkyl (PFAS) compounds. The ECWA operates a critical infrastructure system serving a large population across multiple counties and has been monitoring PFAS levels in its water. While current levels are below EPA limits, the Authority seeks to proactively prepare for future regulatory changes. The scope of work includes performing a peer review of similar utilities' PFAS levels and compliance efforts, reviewing existing and future PFAS regulations and their potential impact on treatment processes, evaluating best available and emerging PFAS treatment technologies (including costs and water quality improvements), performing an alternatives evaluation of at least three technologies, and providing support for public communications strategy related to PFAS. Proposals are due by 4:00 PM on July 17, 2026. Three hard copies and one digital PDF file on a USB flash drive are required for submission. The Authority has also outlined specific requirements for proposal content, including qualifications, project understanding, technical approach, staffing, past work with the Authority, and a detailed fee proposal.
