Description
The Seneca Nation of Indians, Department of Transportation, is soliciting proposals from qualified third-party operators to provide fixed-route deviation bus service for the Seneca Transit System (STS). This service will operate between Irving, Salamanca, and Steamburg, New York, within the Cattaraugus and Allegany Territories of the Seneca Nation, and in Cattaraugus and Erie Counties. The contract term is from October 1, 2026, through September 30, 2027, with the option for up to three one-year extensions. The operator will be responsible for fueling, maintenance, cleaning, inspections, licensing, and repairs of Seneca Nation-owned vehicles, and will also have the option to use their own vehicles. Fuel will be provided by the Seneca Nation. Key services include inter-territory and intra-territory bus service, as well as potential circulator bus service on the Allegany and Cattaraugus Territories. The service must comply with New York State Department of Transportation (NYSDOT) rules and regulations, and Federal Transit Administration (FTA) requirements, including Americans with Disabilities Act (ADA) compliance. The selected operator will also be responsible for daily, monthly, and quarterly cleaning of the buses and ensuring drivers are properly licensed and trained.
