Description

The National Park Service is soliciting a single firm-fixed-price contractor to install a geothermal HVAC system at the historic, two-story Jackson Shrine Death Site. Work includes demolition of existing mechanical equipment and ductwork; installation of a water-source heat pump, ductwork, controls, electrical modifications, hydronic piping, pumps, and associated equipment; drilling and installation of three 400-foot ground heat exchanger boreholes; utility work; architectural patching; and restoration of disturbed vegetation. The project must comply with historic-preservation requirements, archaeological protections, environmental controls, Davis-Bacon wage requirements, and sustainable-product provisions. Amendment 0001 changes the acquisition from a 100% HUBZone set-aside to a 100% Total Small Business Set-Aside, extends the proposal deadline to October 26, 2026, and states a period of performance from November 16, 2026, through August 13, 2027. Award remains a single firm-fixed-price contract using the Lowest Price Technically Acceptable process. The estimated construction magnitude is $250,000 to $500,000. Offerors must acknowledge the amendment and submit technical capability and contractor-compliance materials, including project experience, qualified personnel, a draft project schedule, biobased-product information, Section K certifications, a bid bond, and a limitations-on-subcontracting worksheet.
