Description
The City of Costa Mesa is seeking qualified consultants to provide and operate an animal care shelter service. The contractor must accept and manage dogs, cats, and other domesticated animals transferred by municipal animal control, including stray, sick, deceased, confiscated, abandoned, and owner-released animals originating within the city. Required services include intake and triage, kenneling and quarantine, feeding, cleaning, enrichment, behavioral assessment, medical and veterinary care, vaccination and parasite control, legally compliant euthanasia, deceased-animal disposal, spay/neuter services, adoption placement, foster and rescue-network development, lost-pet reunification, community outreach, emergency response, fee collection, and comprehensive operational, medical, behavioral, and financial recordkeeping. The contractor must operate an appropriately equipped shelter, provide controlled access for animal-control officers seven days per week and 24 hours per day, maintain normal public business hours at least six days per week and 24 hours per week, use cloud-based shelter-management software with read-only access for animal-control officers, and coordinate veterinary services within five miles of the provider's facility when required. Proposers must demonstrate at least five years of relevant experience, maintain an operational office within 15 miles of the city, be able to commence operations by January 1, 2027, provide required California and federal tax identification information and applicable licenses, and submit detailed qualifications, facilities, staffing, financial, pricing, and reference information. The anticipated term is three years with two one-year renewal options, and the City may award one or more contracts.
