Description
The Massachusetts Department of Conservation and Recreation is soliciting bids for rehabilitation of Bellevue Pond Dam in the Middlesex Fells Reservation. The work includes demolition and reconstruction of the existing weir and spillway floor; reconstruction of the stoplog bay; limited repointing of upstream and downstream stone masonry headwalls; sediment removal; culvert and headwall repairs; temporary water control, erosion and sedimentation controls, access controls, and site restoration; and regrading, stabilization, granite steps, loam, seeding, and plantings along eroded paths northeast of the dam. The estimated project cost is $230,515. Work must be completed within 365 calendar days after notice to proceed, with liquidated damages of $750 per day for late completion. Bidders must be prequalified by the Massachusetts Department of Transportation Highway Division in Dam Construction. A 5% bid deposit is required, and bids must be submitted electronically through DCR's E-Bid room. The updated contract documents establish 10% MBE, 14% WBE, and 3% VOBE participation requirements, subject to possible reduction or waiver, and require a bidder plan addressing registered apprenticeships, workforce-equity practices, partnerships with worker-serving organizations, and supportive services. The solicitation also requires compliance with prevailing-wage, insurance, bonding, environmental, and workforce-reporting requirements.
