Description
The Northeast Ohio Regional Sewer District is seeking a direct service provider for rubbish removal and single-stream recycling collection and disposal at its administrative buildings, wastewater treatment plants, vehicle garage, and pump stations. The scope includes furnishing labor, transportation, equipment, fuel, supervision, safety equipment, containers, scheduled and as-needed pickups, container rentals, container exchanges, recycling documentation, and compliant transportation and disposal. The contractor must provide concurrent service at multiple facilities, maintain required equipment and personnel, and may not subcontract core services; subcontracting is permitted only with prior written approval. The requirement contract runs from January 1, 2027, through December 31, 2031. Bidders must submit pricing for scheduled rubbish and recycling pickups, as-needed pickups, container rentals, container changes, contamination fees, and weight overage fees. The two lowest and best bidders must provide additional documents within 72 hours after bid opening, including a non-collusion affidavit, OSHA violations report, OSHA 300A form, safety policy, substance abuse policy, recycling guide, contractor response-time information, and disposal-site information. The contractor must maintain specified commercial general liability and automobile liability insurance and comply with NEORSD safety, security, confined-space, and lockout/tagout requirements.
