The Commonwealth of Massachusetts, through the Executive Office of Energy and Environmental Affairs and the Office of Climate Innovation and Resilience, is seeking information on current and emerging technologies and methodologies for measuring and monitoring forest carbon and forest extent. Areas of interest include LiDAR, high-resolution and hyperspectral imagery, aerial, satellite, and autonomous platforms, in situ field data collection, modeling, and artificial intelligence. The RFI seeks information on spatially explicit estimates of aboveground biomass, belowground biomass, soil organic carbon, forest conversion, forest degradation, forest regeneration, reforestation, and afforestation. Respondents should address accuracy, precision, uncertainty, spatial and temporal resolution, detection of changes from growth, management, harvesting, natural disturbance, and land-use change, as well as system costs and comparative utility. Responses may inform a future competitive procurement.
