Description
Spotsylvania County Public Schools is seeking qualified institutional retirement plan providers to administer its 403(b) and governmental 457(b) plans through a single-vendor or dual-vendor solution. The selected provider or providers will establish an institutionally based investment, administration, and recordkeeping platform, consolidate the district's existing service-provider structure, direct future contributions to approved vendors, and support participant-level portability of existing assets. The scope includes recordkeeping, plan administration, payroll and ERP integration, compliance support, cybersecurity, participant websites and call-center services, loans and distributions, domestic-relations-order processing, custodial services, investment-platform management, managed accounts, capital-preservation options, self-directed brokerage, in-plan annuity capabilities, fee disclosure, communications, financial-planning services, implementation, and recurring on-site participant education. The district requests on-site education at least twice annually and anticipates implementation around April 1, 2027. Proposals will be evaluated based on references, project methodology, approach, experience, and cost/program fees. Addendum 1 is identified as part of the current solicitation round.
