Description
Henrico County seeks a qualified firm to conduct a comprehensive recidivism analysis of individuals placed on local probation through the District and Circuit Courts and participants who completed the Recovery Court program. The study must examine probation cases completed from July 1, 2019, through June 30, 2022, with a three-year follow-up, and Recovery Court cases completed from July 1, 2017, through June 30, 2022. The work includes integrating multiple data sources, cleaning and analyzing data, measuring reoffending rates, identifying factors influencing outcomes, and interviewing past and current participants. Required deliverables include tailored reports and in-person presentations; optional services may include client surveys, focus groups, and benchmarking Recovery Court practices against national standards. The selected firm will also work with County personnel to obtain permission from the Virginia Department of Criminal Justice Services, the Office of the Executive Secretary, and the Virginia State Police to access records.
