Description
The Utah Department of Transportation proposes to lease an avalanche detection radar system for five years, beginning in the 2026–27 winter season. The scope includes operation of avalanche detection and alerting equipment, a PTZ camera, real-time avalanche alerts in all weather conditions, and site-specific calibration for the avalanche team. The estimated contract value is $212,000. This is a notice of intent to award without a standard competitive procurement, not a request for competitive bids. Interested suppliers challenging the proposed sole-source determination must submit the contesting person's name and a detailed explanation with supporting documentation showing competing sources and their ability to provide a comparable, better, or equivalent item. The notice also requests a cost comparison if transitional costs are the stated justification. The agency states that the radar is already installed and that no other system is available for the 2026–27 winter season.
