Description

The U.S. Army's Mission Installation Contracting Command at Fort Benning is soliciting a firm-fixed-price contractor to provide business operations support services for the Maneuver Center of Excellence's Business Operations and Integration Division. The scope includes GFEBS financial analysis and reporting; cProjects and GFEBS Project System processing for DA Form 4283 actions; MDEP and SAG 131/SAG 132 budget analysis and reconciliation; SAG 132 sustainment-funding analysis and corrections; annual GFEBS SQ00 facility reporting; ePRISMS space-utilization data maintenance and validation; BUILDER SMS updates and floorplan maintenance; and contractor manpower reporting. The requirement also involves support for Army systems and information-technology accountability, including eMASS-related systems and equipment records. The procurement is an SDVOSB set-aside for a single firm-fixed-price award using technical acceptability, evaluated price, and past performance. The Government added a Performance Requirements Summary and Quality Assurance Surveillance Plan, clarified that staffing is performance-based at the offeror's discretion, and stated that the Quality Control Plan is due within 10 days after award rather than with the proposal. Proposals must be submitted in separate electronic volumes: Volume I Technical, Volume II Price limited to the SF 1449 CLINs, and Volume III Past Performance. The technical volume is limited to 10 pages excluding the title page; three past-performance contracts from the past five years are required, and resumes, letters of commitment, or minimum experience qualifications are required for proposed personnel.
