Description
Henry County, Indiana, through the New Castle Henry County Economic Development Corporation, is seeking one qualified environmental professional or consulting firm to support a community-wide brownfield assessment grant. The selected contractor will coordinate with the County, EDC, partners, and the EPA; update the brownfield inventory; prepare grant and program-management materials; and perform community engagement, public meetings, educational activities, and redevelopment planning. The scope includes approximately 11 Phase I environmental site assessments, five hazardous-materials assessments, and 11 Phase II environmental site assessments for sites affected by petroleum and/or hazardous substances. The contractor must prepare Quality Assurance Project Plans, site-specific Sampling and Analysis Plans and Health and Safety Plans, assessment reports, Analysis of Brownfield Cleanup Alternatives, remediation plans, and reuse-planning documents. The response must include qualifications, approach, key personnel resumes, relevant experience, health and safety practices, up to three similar-project references, and a separately sealed cost proposal. The resulting contract is expected to run from November 2026 through September 2030, with an approximate grant budget of $500,000, including $431,800 for environmental investigations.
