Description
The City of Biddeford Housing Rehabilitation Office is soliciting bids from licensed and qualified Maine lead abatement contractors for lead hazard reduction and Healthy Homes improvements at a multifamily residential property. The scope includes removal, replacement, encapsulation, enclosure, and cleaning of lead-based paint hazards across multiple dwelling units and exterior areas, along with clearance cleaning and compliance with Maine Department of Environmental Protection, HUD, EPA Renovation, Repair and Painting, and applicable building-code requirements. Related rehabilitation work includes replacement of windows, doors, casings, sills, trim, porch and stair components, siding, gutters, screens, and awnings; electrical circuit work; permits; containment and decontamination measures; tenant notifications; required inspections and testing; and a final abatement report. Bidders must hold a Maine lead-abatement license, attend the mandatory pre-bid walkthrough, and submit the specified bid forms, affidavits, license documentation, Unique Entity Identifier, and qualifications information. The contract term is 60 calendar days from the homeowner's signature, and the project is contingent on funding availability.
