Description
The State of Maine Bureau of General Services is requesting qualifications from firms to provide owner's representative services for York County Community College's new student housing project, which will include approximately 160 to 170 beds in flexible housing units for academic-year student use and summer seasonal workforce housing. The approximately $14.5 million construction project includes associated site development, utilities, and parking and is subject to Wells Planning Board site-plan requirements, wetland considerations, and federal grant requirements. The owner's representative will advise the owner throughout design, preconstruction, construction, and closeout; monitor budget, costs, schedule, quality, safety, and compliance; review design and construction documents; support construction-manager-at-risk procurement and guaranteed maximum price development; participate in inspections, testing, change-order and payment reviews; maintain construction logs and field documentation; support closeout and warranty transition; and assist with HUD grant administration, environmental review under 24 CFR Part 58, Davis-Bacon labor standards, Section 3 requirements, draw documentation, and funding reconciliation. Responses are qualifications-based and must include a Letter of Interest and Statement of Qualifications addressing criteria 1 through 8. The anticipated owner's representative term runs from agreement approval through project closeout and warranty transition, with design completion anticipated by October 29, 2027, and construction completion by July 31, 2029.
