Description
Monroe County is offering a total of $255,000 in State Housing Initiatives Partnership (SHIP) funding for the rehabilitation of existing multifamily rental housing units under its Affordable Rental Construction and/or Rehabilitation Strategy. Construction, reconstruction, additions, new units, and activities that increase the number of dwelling units are not eligible. Awards are capped at $40,000 per assisted unit and are structured as deferred-payment loans secured by a promissory note, mortgage, rental monitoring agreement, and land use restriction agreement. The loan term and affordability period are generally 15 years; nonprofit entities may receive forgiveness at maturity, while for-profit entities must repay the full amount at maturity. Applications may be submitted under separate priority categories for preservation of assisted housing units, rehabilitation of existing affordable rental units, or creation of new rental units through rehabilitation, with funding awarded sequentially by priority and ranked using the stated scoring criteria. Applicants must provide organizational and project narratives, a complete itemized budget, funding-source documentation, project timelines, unit and income-targeting information, and responses addressing sponsor preferences, special-needs households, project-management capacity, and SHIP compliance. Required materials include the Due Diligence Cost Estimate Form, SHIP Multi-Family Attestation Form, and SHIP/FHFC Limits Attestation Form. Applications are submitted through the county's electronic bidding platform.
