Description
The Clarksville-Montgomery County Industrial Development Board seeks a municipal advisor to evaluate, structure, and support financing for an office park and convention center development project. The convention center is estimated to cost approximately $80 million, and the broader project includes public infrastructure and complementary private development. Potential financing tools include an existing tax increment financing district, payments in lieu of taxes, revenue or other governmental bonds, state and federal grants, private capital, and public-private partnership structures. The selected firm will provide independent financial advice, assess financing capacity and risks, develop or review financial models and scenarios, advise on debt structure and capital markets, and support transaction implementation. Respondents must demonstrate municipal advisory registration and relevant experience with governmental entities, Tennessee municipal finance, TIF and PILOT structures, complex development financing, and public-private partnerships. Statements of Qualifications must include firm information, relevant experience, proposed team, project approach, Tennessee experience, references, conflicts and regulatory disclosures, and a proposed fee structure.
