Description
Rancho California Water District seeks an independent certified public accounting firm to perform annual financial statement audits for the District and related entities, including the Santa Rosa Regional Resources Authority, three community facilities districts, a reassessment district, and the District’s retirement medical benefits plan. Services include auditing basic financial statements, notes, and applicable required supplementary information; evaluating divisional financial schedules; and issuing independent auditor’s reports. A federal Single Audit is required when applicable expenditure thresholds are met, and the scope also includes related reporting, State Controller reporting assistance, and routine accounting consultation. The initial engagement covers three fiscal years beginning with the fiscal year ending June 30, 2027, with options for up to two additional one-year periods. Proposals must describe the firm’s qualifications, audit team, approach, work plan, schedule, deliverables, and fees. Firms must be authorized to practice public accounting in California, designate a California-licensed CPA as engagement partner, demonstrate relevant governmental audit experience, provide at least three recent governmental audit references, and submit their most recent external peer review information and report.
