Austin Peay State University (APSU) is seeking proposals from qualified developers to plan, design, finance, construct, and operate a residential multi-family housing development on approximately 0.6 acres of leased property located at 210 College Street, Clarksville, TN. The development is intended to serve the housing needs of APSU faculty and staff, as well as the general public, fostering a vibrant mixed-use residential community. APSU encourages the inclusion of neighborhood-serving retail on the ground floor, such as a grocery or pharmacy, to enhance walkability and community vitality. The proposed lease term is approximately thirty years, with renewal options. The development must be of high quality, functional, and offered at attainable price points. Proposals should address innovative parking solutions due to site constraints. The developer will be responsible for all financing, construction, and operation of the development. APSU requires a statement of financial interests and evidence of relevant experience in multi-family housing development. A bid binder of $50,000.00 is required with Phase II proposals. The selection process will involve three phases: initial proposal review, detailed proposal submission and interviews, and final negotiation.
