Description
Austin Peay State University is seeking a qualified developer or development team to plan, design, finance, construct, manage, and operate an apartment complex on approximately 0.6 acres at 210 College Street. The project is not strictly student housing and is intended to serve faculty, staff, the university community, and the surrounding community. The development should accommodate more than 98 beds if feasible and must include first-floor grocery, pharmacy, and/or other retail space, addressing a food-service gap near campus. Proposers should consider preferential lease terms and attainable rental rates for university employees. The developer must provide all financing; the university will not provide financial advances, guarantees of minimum occupancy, or a master-lease or block-lease commitment. Proposers are responsible for researching applicable state-land laws, rules, and code requirements. The procurement uses a phased process. Phase I addresses qualifications and experience, financial capability, schedule, management and operations, conceptual design, parking, faculty and staff use, and retail. Shortlisted proposers proceed to Phase II, which includes refined development, financing, operating, leasing, and partnership information, interviews, and evaluation. The project is structured as a long-term ground lease, with the lease addressing end-of-term demolition, payment in lieu of demolition, or potential transfer of improvements subject to the university's requirements. The solicitation schedule was revised to set the Phase I proposal deadline for October 9, 2026, the Phase II proposal deadline for January 5, 2027, Phase II interviews for January 20, 2027, and the evaluation notice for February 10, 2027.
