Austin Peay State University (APSU) is issuing a Request for Proposals (RFP) for the lease of a 0.6-acre parcel located at 210 College Street, Clarksville, Tennessee, for the development of a residential multi-family housing project. The development is intended to serve APSU faculty, staff, and the general public, with a strong emphasis on creating a walkable, mixed-use community that bridges the university campus and downtown Clarksville. The project requires the developer to plan, design, finance, construct, and operate the housing, including active ground-floor retail space such as a grocery or pharmacy. The initial lease term is approximately 30 years with renewal options. The selection process involves three phases: Phase I focuses on qualifications and conceptual design; Phase II includes detailed financial and operational proposals; and Phase III involves final negotiations with the best-evaluated proposer. A pre-proposal conference and site visit are scheduled for July 16, 2026. Proposals must be submitted by September 29, 2026.
