Description
Austin Peay State University is seeking qualified developers for a public-private partnership to deliver approximately 400 to 600 apartment-style student-housing beds on University-owned property. The selected developer will be responsible for design, financing, construction, furnishing, operation, maintenance, custodial services, landscaping, and asset management under a negotiated ground-lease structure. The project is intended primarily for returning undergraduate students, with potential graduate-student occupancy, and is expected to support a Fall 2029 opening. The development should include primarily four-bedroom, two-bath apartments with some studio units, furnished residential units, study and lounge spaces, offices, laundry facilities, parking, pedestrian improvements, security systems, information-technology infrastructure, and related building systems. The University will retain control over specified housing and technology functions and will evaluate proposed financing, operating, maintenance, design, schedule, and financial-return structures. The procurement uses a multi-step process. Step 1 requires team qualifications, comparable project experience, technical capabilities, financial capabilities, and a project approach. Shortlisted developers will submit Step 2 materials including the program assumptions matrix, graphic documents and renderings, project budget, implementation schedule, financing structures, operations and maintenance plan, and project pro formas. Finalists may participate in workshops and submit a Step 3 best-and-final offer. The initial proposal must be submitted as one PDF file together with the Appendix A Project Assumptions Matrix in Excel format; potential proposers that submit a notice of intent will receive portal-upload instructions.
