Description
The Petaluma Valley, Santa Rosa Plain, and Sonoma Valley Groundwater Sustainability Agencies are seeking qualifications from consultants or firms experienced in fee analysis and rate-setting services for public agencies. The agencies are particularly interested in experience setting fees and rates under California Propositions 26 and 218 in connection with the Sustainable Groundwater Management Act. The agencies are considering updating the existing fee study or exploring alternative fee structures. The selected consultant will support fee analysis and rate-setting work for all three agencies, with qualifications evaluated based on relevant public-agency experience and the ability to develop compliant fee and rate approaches. The agencies clarified that the study should consider equitable fees that avoid disproportionate burdens on groundwater users while providing sufficient funding to meet Sustainable Groundwater Management Act requirements. Future fee levels may differ across the three basins based on groundwater conditions, and the agencies conduct ongoing public engagement through newsletters, community programs, public meetings, social media, and constituent inquiries.
