THE PORT AUTHORITY OF NEW YORK & NEW JERSEY NOTICE OF INTENT TO RELEASE A REQUEST FOR PROPOSAL FOR PERFORMANCE OF EXPERT PROFESSIONAL ENGINEERING DESIGN, CONSTRUCTION, COST AND PROJECT SUPPORT, ENGINEERING MANAGEMENT AND RELATED TECHNICAL SERVICES FOR THE MIDTOWN BUS TERMINAL REPLACEMENT PROGRAM FOR FEDERALLY FUNDED PROJECTS ON AN “AS-NEEDED” BASIS DURING A FIVE-YEAR TERM Dated: September 3, 2026 The Port Authority of New York and New Jersey (the “Authority” or “Port Authority”) is intending to release a Request for Proposal (RFP) on or about October 2026, for Expert Professional engineering design, construction, cost and project support, en- gineering management, and related technical services for the Midtown Bus Terminal Replacement program for federally funded projects on an “As-Needed” basis during a five-year term. The Port Authority of New York and New Jersey has issued a notice of intent to release a Request for Proposal for expert professional engineering design, construction, cost and project support, engineering management, and related technical services for the Midtown Bus Terminal Replacement Program. The opportunity is identified as RFP 6000003467 and is a professional technical and advisory services procurement. This is an as-needed requirement anticipated to include multidisciplinary design, construction inspection and support, cost estimating, surveying, project management, scheduling, quality assurance, virtual design and building information modeling, code and environmental compliance reviews, design and construction conformance reviews, compliance audits, maintenance of traffic, and related technical support. Prospective bidders must submit an intent to bid by October 31, 2026, at 12:00 PM EDT; the full RFP and proposal-submission requirements have not yet been released.
