The Foothill/Eastern Transportation Corridor Agency and the San Joaquin Hills Transportation Corridor Agency (collectively, the Agency) are issuing a Request for Statement of Qualifications including Price Proposal (RFSOQ) for ISO 18000-6C compliant transponders operating in the 900 MHz frequency range. The Agency seeks to establish a list of qualified firms capable of supplying various types of transponders, including interior mounted sticker transponders, interior mounted 3-position switchable self-declaration transponders, exterior mounted sticker and hard case transponders, interior/exterior sticker transponders, and any other form factor suitable for tolling. The contract will be an indefinite-delivery/indefinite-quantity (IDIQ) contract with a term through June 30, 2021, with an option to extend up to three additional one-year periods. The Agency anticipates an initial order of 100,000-200,000 interior-mounted sticker tag transponders for delivery by June 30, 2018, and expects to place orders for approximately 3 million 6C sticker tags in December 2018, with additional orders throughout the contract term. Qualified firms must have at least one year of experience producing transponders for tolling applications on a large scale (no less than 100,000 per year) and must have achieved independent third-party 6C certification. The Agency will issue purchase order proposal requests to qualified firms on an as-needed basis, and awards will be based on best value considering capacity, product quality, past performance, and price.
