Description
The City of Richland is seeking statements of qualifications from a consultant or consultant team to update the Master Plan for the 2,800-acre Horn Rapids Industrial Park, including its heavy industrial area, light industrial/business center, and planned retail plaza. The work includes visioning and stakeholder engagement; preliminary engineering and cost estimates for roads, utilities, and pathways; infrastructure and utility asset analysis; incorporation of rail planning; development and recruitment strategies for industrial, business, and retail clusters; and preparation of a final draft for City Council adoption. The consultant must also assess the feasibility of an industrial symbiosis campus, including potential participating industries, geographic proximity requirements, costs and tax benefits, applicable regulations, implementation barriers, risks and benefits, and synergy strategies with surrounding organizations. The anticipated project budget is $150,000 to $200,000, with completion targeted for April 30, 2027. Responses are evaluated on organization, project approach and schedule, firm experience, and similar projects/references. Addendum No. 1 adds Attachment C, the Washington State Department of Commerce Clean Energy Siting & Permitting Grant, and clarifies that the grant document previously referenced as Attachment B should be referenced as Attachment C; the submission deadline remains unchanged.
