Description
Ocean County is seeking a provider to deliver structured, individualized, and graduated community supervision for eligible youth involved in the Family Court system who are suitable for detention alternatives. The scope includes community release, home detention, electronic monitoring, active supervision, face-to-face contacts and home visits, curfew and school verification, family engagement, individualized supervision planning, service referrals, transportation support, court and probation coordination, graduated responses to violations, and step-up or step-down supervision when authorized. GPS monitoring must support—not replace—active supervision and youth development. Providers must also incorporate or coordinate the RISE Up positive-youth-development component for youth placed on electronic monitoring. The provider must maintain 24/7 placement and response capacity, reliable GPS equipment and technical support, appropriate staffing and caseload capacity, bilingual or interpretation capability, transportation capacity, and procedures for alerts, tampering, equipment failure, reporting, grievances, confidentiality, and system coordination. Proposals are evaluated on technical, management, and cost criteria, including service model, youth and family engagement, coordination, organizational experience, staffing, performance readiness, and fee-for-service cost effectiveness. A $166,400 funding allocation is identified for the program, with services billed monthly at proposed fee-for-service rates.
