Description
Peoria County seeks proposals for a rooftop solar photovoltaic system at its Health and Human Services Facility. Respondents may propose a county-owned turnkey system, a third-party-owned power purchase agreement, or both. The requested scope includes site and structural assessments, system design and engineering, permitting, utility interconnection, equipment procurement, installation, commissioning, monitoring, operations and maintenance, warranty administration, and end-of-term decommissioning or removal where applicable. Proposals must assess the facility’s electricity use, roof area and condition, existing roof warranty, and electrical infrastructure; describe the proposed system and production guarantee; and provide utility, net-metering, incentive, and financial analyses. The County also requests project schedules, qualifications and comparable-project references, proposed subcontractors, licenses and certifications, and evidence of insurance. The project is subject to prevailing-wage requirements, apprenticeship and training requirements, and a Community Workforce Agreement for construction and demolition work. A 100% performance bond is required.
