The Department of the Army is soliciting Agile Professional Services to transform CPE ST3 from a staffing-based support model to a task-based, outcome-driven Agile delivery framework. The contractor will provide flexible, scalable teams and full-lifecycle professional support across acquisition and budget planning, financial and Foreign Military Sales support, systems engineering and integration, modeling and simulation, cybersecurity and DevSecOps, logistics, training, program management, technical writing, and enterprise operations. The scope also includes live Jira-like dashboards, dynamic resource allocation, Agile implementation, performance reporting, quality assurance, transition planning, property accountability, transportation support, and security/access-control services, including 24/7/365 support at designated facilities. Phase I requires an Agile Implementation Plan, Agile Program Manager resume, cybersecurity compliance statement documenting an active NIST SP 800-171 Revision 2 score of 110 in SPRS, an Organizational Conflict of Interest Mitigation Plan, a corporate cover letter, and NAICS size-standard certification. Later phases require oral presentation materials and a Jira technical demonstration, followed by a contractor-developed Performance Work Statement, four completed CDRLs, QASP, transition plan, compliance matrix, pricing workbook, and related administrative certifications. The contract is labor-hour, with work at Government, contractor, and remote locations and probable requirements ranging from Secret through Top Secret/SCI for certain personnel; the prime must possess a Top Secret facility clearance without storage.
