Description
The City seeks proposals for either or both of two services related to a potential data center development: review the existing comprehensive plan, land-use map, and zoning regulations and prepare zoning regulations addressing data centers and similar developments; and serve as the City's technical advisor in reviewing developer-submitted utility, engineering, environmental, and project-planning documents, validating them, and making recommendations. The City may award one contract covering both services or separate contracts. A professional planner or planning firm is desired for the zoning work, and qualified technical expertise is sought for review of the studies and plans. Proposals should describe the provider's organization, available resources, proposed personnel and qualifications, relevant experience from the past three years, familiarity with data center development regulations and projects, process and schedule, availability, and proposed start and completion dates. Include at least three references with phone numbers, disclose specified litigation and investigations from the past five years, and provide detailed pricing and anticipated costs. Proposals are evaluated on company profile, project plan and schedule, cost, and references. The proposal must certify the absence of conflicts of interest or disclose any known conflicts, and certify that it was prepared without collusion.
